Outcome:
Create an applied image, then go to Filter > Artistic > Plastic Wrap. Set this layer to Lighten on 35%.
Add the following Adjustment Layers:
Color Balance: Normal, 100% Opacity.
Gradient Map: Multiply, 25% Opacity.
Create a new layer and make an applied image. Now set this layer to multiply at 50% opacity. Then add a Brightness and Contrast adjustment layer on Normal at 100% opacity.
Now create another applied image, and go to Filter > Blur > Gaussian Blur. Now set this layer to lighten at 100% opacity. Now duplicate this layer, erase everything but the outside edges, and set it to Soft Light. Duplicate the first layer again, and bring it to the top and leave it on lighten. Now add some text and a border and your done!
