Usually PHOTOshop is used to change PHOTOs.

Try Illustrator, it is used to make original drawings.

You can use photoshop too, but you won't have as much control over the outcome. The cheapest easiest way to do this would be to bring the photo you have into the background layer. Bring the opacity of that layer down to 60% (window>>transparency) Lock that layer. Create a new layer and use the pen tool to trace around the design you have. You could also use the paintbrush tool to make different effects. Once again, just trace around the design you already have and then play with different paintbrushes.

Remove the background layer.

now add whatever type or pictures you want all around your new design.

now that you have copied this design, you can practice making your own design patterns to fit your own words.
